The World Wide Web Consortium(W3C) was formed in 1994 to bring some much needed order to the HTML world.It was founded as an industry consortium,W3C's goal is to develop common standards for the evolution of the WORLD WIDE WEB.
Member of the consortium may propose standards for adoption;once adopted,those standards are used by members in their software,whether server or client.The W3C is also trying to develop faster,more efficient WEB protocols for the images,sounds,and video.

The Work of the W3C

The first step is identifying an technology that affects the WORLD WIDE WEB.
  • The working group developes a series of working drafts until it has reached a stable consensus and agreement.
  • Then the W3C director approves,the draft is promoted to a proposed recommendation,also called a Draft Recommendation and sent to all W3C members for comment and vote.
  • W3C can issue the result as Recommendation according to the vote results.

W3C does'nt work with a blind eye to the industry it affects.W3C has become a battleground for the heart and soul of the WEB.It is trying to bring order to the growth of HTML and HTTP protocols,that has led to commercial posturing by some of the consortium's members.
HTML standards still include items that bow to the reality of the market place in the form of proprietary elements introduced by MICROSOFT and NETSCAPE,such as FRAMES.
